A week ago, as I had the privilege of moderating a discussion among operators and tribal community leaders in Anchorage Alaska for a groundbreaking event hosted by #AlaskanCommand in support of #USNORTHCOM. In this Arctic-Centered Gender Analysis workshop, we delved into various analysis models like Canada’s Gender Based Analysis Plus and put them to the test alongside experts from other Professional Military Education Institutions or PMEs. But what truly made this experience exceptional was our open dialogue with tribal liaisons and leaders of Alaska Native and American Indian communities throughout the process.It was an eye-opening journey, filled with fascinating discussions, thought-provoking moments, and an incredible honor to engage with such inspiring individuals. The perspectives shared during this workshop were not only generative but also energizing for our mission.Now, I'm thrilled to share this special podcast episode recorded right from The Arctic Warrior Events Center in Anchorage, featuring joint opening remarks from RADM Robertson and BGEN Hawthorne and conversations with our gracious hosts, and inspiring participants. Women, Peace and Security - Leadership Spotlight on RADM Luis Del Carpio

We are pleased to introduce you to our highly respected guest, Rear Admiral Luis del Carpio, Director of the Peruvian Naval War College and a career naval submarine officer. A native of Lima, Perú, he graduated from the Peruvian Naval Academy in 1992. He earned his submarine qualification in 1995 and attended the Submarine Engineering Course in Germany in 2000. He graduated from the Naval Command College at the U.S. Naval War College in 2015, and he also holds a Master of Arts in International Relations from Salve Regina University, located in Newport RI. He was Commanding Officer of the Type 209 Submarine “Angamos” in 2010, Chief of Staff for the Peruvian Submarine Force in 2017 and Cyber Commander in 2021. An accomplished naval officer, Admiral del Carpio recognized the importance of women, peace, and security for the defense community early on. Edited 09.10.23 FGC

Dr. Masson is the Director of Gender Policies within the National Directorate of Human Rights and International Humanitarian Law for the Ministry of Defense of the Argentine Republic. Dr. Masson is a social anthropologist who has specialized in gender perspectives, feminism with a focus on women’s social and political participation in Argentina as well as the integration of women in the Argentine armed forces. Dr. Masson has authored many books and articles, and has a special piece in and is a good friend of the Inter-American Defense College, participating as a guest speaker in our recent Women, Peace and Security Workshop and the Gender Integration and Perspectives in the Armed Forces course. Women, Peace and Security - Mapping the WPS Agenda in the Hemisphere with Ana Velasco Ugalde

Our hosts welcome their first guest, Ana Velasco Ugalde to the WPS show. In part 1, you’ll learn ways to go beyond a whole-of-government approach to include a whole-of-society approach based on national best practices in the LAC region; parameters to monitor and evaluate WPS Implementation through institutional benchmarks and how we can articulate them more broadly; WPS stakeholders and how they achieve and bolster institutional traction for a more inward-looking approach; the LAC region’s role for the future of WPS implementation in the global stage and how to move the agenda forward with our regional partners.Lastly, Ana opens up about why she’s cautiously optimistic, but looking forward to more inclusive conversations like this one in order to advance the WPS agenda holistically in the hemisphere and beyond. Ana Velasco is a feminist security researcher and consultant. Born in a small city in central Mexico, she is a specialist in the Women, Peace and Security agenda in Latin America, co-founder of the collective Internacional Feminista in her country, and a fellow of the American NGO Women In International Security (WIIS). Her work on WPS has been published in Brazil, Mexico, Belgium, the US and Spain, and she has provided training for security forces as a Subject Matter Expert in Colombia and Panama. Her background includes postgraduate studies in International Law in Spain, and in Gender, Violence and Conflict in the United Kingdom, plus a certification as a Military Gender Advisor from UN Peacekeeping. Her professional experience includes government, media, civil society, and academia. WPS Strategic Perspectives: Admiral Linda Fagan, COMDT COGARD - Strategic Roadmap and Partnerships

-Recorded on 09.19.2022. Admiral Linda L. Fagan assumed the duties as the 27th Commandant of the United States Coast Guard on June 1st, 2022. As Commandant, she oversees all global Coast Guard operations and 42,000 active-duty, 7,000 reserve, and 8,700 civilian personnel, as well as the support of 21,000 Coast Guard Auxiliary volunteers.She previously served as the 32nd Vice Commandant. Prior flag assignments include Commander, Pacific Area, and Commander, Coast Guard Defense Force West; Deputy Commandant for Operations, Policy, and Capability; Commander, First Coast Guard District; and a joint assignment as Deputy Director of Operations for Headquarters, United States Northern Command. Admiral Fagan has served on all seven continents, from the snows of Ross Island, Antarctica to the heart of Africa, from Tokyo to Geneva, and in many ports along the way. Operational tours include Commander, Sector New York, more than 15 years as a Marine Inspector, and sea duty in USCGC POLAR STAR, a 399 ft heavy polar icebreaker. Staff assignments include Executive Assistant to the Commandant and Vice Commandant, and Division Chief of the Foreign and Offshore Compliance Office.Possessing extensive interagency as well as intergovernmental experience, Admiral Fagan has worked with both the International Maritime Organization and International Labor Organization on flag state and port state issues. This work includes the development of the International Ship and Port Security Code (ISPS), and the Consolidated Maritime Labor Convention.Admiral Fagan holds a Bachelor of Science in Marine Science degree from the U.S. Coast Guard Academy, a Master of Science in Marine Affairs degree from the University of Washington, and a Master in National Resource Strategy degree from the Industrial College of the Armed Forces. She has earned numerous personal and team awards during her 37 years of Coast Guard service. Admiral Fagan is the longest serving active duty Marine Safety Officer and holds the distinction of being the Coast Guard’s first-ever Gold Ancient Trident. She also has significant experience with interagency processes, civil-military relations, and bi-lateral and international collaboration. Prof Vanessa brown holds a PhD in sociology from Carleton university. Doctor Brown joined the Canadian Forces College as a lecturer in 2015, teaching institutional Policy Studies for the joint command and staff program. She was recently appointed assistant professor in the Department of Defense studies at Canadian Forces College. Doctor Brown has assumed a variety of department of National Defense research and advisory roles in recent years including as an assistant professor with the Dallaire Center of Excellence for Peace and Security as well as gender adviser to the commander of the Canadian defense Academy.
