Dr. Miranda Walichowski started her education career as a bilingual and English as a Second Language (ESL) teacher at Galveston Independent School District in Texas.  She coordinated the bilingual and ESL pre-service teacher preparation program at Texas A&M University from 2011 to 2023.  Miranda transitioned to the Learning Sciences program in the Department of Educational Psychology at Texas A&M University in 2024 to focus on teaching graduate-level coaching courses.

Miranda provides leader and team coaching in the business, PreK-12, and higher education sectors.  Her work in the PreK-16 sectors has encompassed leader development through group coaching for principals and assistant principals.  Miranda has delivered team coaching for cabinet teams, central office teams, and the school leadership teams.

Miranda earned a bachelor’s degree in maritime business administration from Texas A&M University, Galveston.  She received a master’s degree and a doctorate in educational psychology with an emphasis in Hispanic bilingual education from Texas A&M University, College Station.  Miranda created the Latino Leadership Leverage (L3) program for aspiring superintendents for the Texas Association of Latino Administrators and Superintendents (TALAS).

Dr. Gladys Barbosa Labas has five decades of public education experience, including 30 years serving as a teacher and administrator in urban districts, including Meriden, Hartford, and New Britain.  She co-authored the state’s 1978 bilingual education law, making Connecticut the third state in the United States to have such a law, which she also revised in 2015 to better provide English language learners with equal access to curriculum.  Gladys researches, publishes, and teaches on teacher education, leadership, literacy, bilingual program development and implementation, and discourse analysis of bilinguals.

Gladys was appointed as a member of the Connecticut State Board of Education in January 2025.  She has received the Connecticut Association of Latino Administrators and Superintendents award for service to the Latino community, the Southern Connecticut State University Outstanding Leadership and Service awards, the Connecticut Association of Schools Principal of the Year award, and the Milken National Leadership award.  Gladys was also recognized with a Lifetime Recognition Award by the Multistate Association for Bilingual Education, Northeast (MABE).

Gladys earned a bachelor’s degree in education from the Universidad de Puerto Rico.  She received a master’s degree in special education and a doctorate in teacher education from the University of Connecticut.  Gladys wrote her doctoral dissertation on the “Stylistic Code-Switching among Puerto Rican Children.”

Montserrat Garibay was born in Mexico City, and she migrated to the United States as an undocumented child.  She became a United States citizen two decades later.  Montserrat is a National Board certified teacher and worked eight years as a bilingual pre-kindergarten teacher.  She later became the vice president for certified employees with Education Austin, a merged local affiliated with the American Federation of Teachers, the National Education Association, and the AFL-CIO.  Montserrat also served as the secretary-treasurer at the Texas AFL-CIO.

Jocelyn Chamra-Barrera first started working at the Christi Center in 2017 as a bilingual services coordinator; since then, she has held multiple roles, including program manager and director of programs and clinical services.  In 2024, she was promoted to executive and clinical director.  In this role, Jocelyn ensures that the organization continues to serve the Austinites, as it did when it was first founded in 1987, while evolving with the needs of the community.  She also oversees the operations side of the organization, ensuring that it honors its past while moving into the future.  Jocelyn is dedicated to helping people connect with their emotions by actively listening to their stories.

Jocelyn previously worked as a bilingual therapist at Blue Note Psychotherapy, a high-quality, specialist therapy consultancy of engaged and compassionate therapists.  She was also a bilingual therapist with The Austin Center for Grief and Loss, an organization offering therapy resources and support for those grieving the death of a loved one from illness, accident, suicide, or violence; or losing a loved one as a result of divorce or separation.  In addition, she served as a clinical intake specialist for the Center of Child Protection, which aims to reduce trauma for children during the investigation and prosecution of crimes against children.

Jocelyn is deeply committed to advancing her industry.  She volunteers as a therapist with the Therapy for Therapists Collective, a network that offers pro bono psychotherapy, peer supervision, support groups, and other resources for therapists.  Jocelyn earned a Bachelor of Arts in psychology and a Master of Science in social work from The University of Texas at Austin.

Dr. SantaPaula García has 25 years of dynamic leadership experience in public education and nonprofit organizations.  As President at CollegeSpring, she oversees the growth of its impact across the country to help first-generation students from low-income backgrounds unlock better college and career opportunities after high school.  As Senior Vice President of Regions at Teach For America, Paula was responsible for ensuring that communities had the human capital to provide a quality education to every child.

Evelia Villa is a first-generation Mexican-American education leader dedicated to empowering underserved communities.  She was raised in California's Central Valley, where her family worked as farmworkers, and her journey reflects her commitment to educational equity.  Evelia is currently the senior director for outreach services at San Francisco Bay University, where she develops student advising programs, drives enrollment initiatives, and supports first-generation college students through the Startup Scholars Program.

Evelia previously served as CEO of AMPS Charter Schools, a six-school network founded in Oakland, California.  She led the expansion of AMPS into Richmond, California, growing it from a three-school system to a six-school system serving over 2,400 students.  As principal of Oakland Charter High School, Evelia guided it to become the city's highest-performing public high school in 2010.

Dr. Rosalinda Rodriguez immigrated to the United States in 1998 from San Luis Río Colorado, Sonora, Mexico, at age 21, with a high school equivalency from Mexico and limited English proficiency.  While raising two children, working full-time, and navigating a new culture, she earned her bachelor’s degree in education, a master’s degree in curriculum and instruction, and an education specialist degree in leadership and administration.  Rosalinda received her doctorate from the University of Phoenix, where she explored the transformative impact of emotionally intelligent leaders on campus culture.

Rosalinda was named AZALAS Outstanding Administrator of the Year in 2021 and Outstanding Principal of the Year in 2024 by the Arizona School Administrators.  She is also an accomplished author, with works including her memoir, A Purple Truck and a Box of Dishes, and the co-authored books Latina Radiance: Love Letters to the Soul and Latinx Radiance: Leadership Recipes for Success.  Through her research, presentations, and leadership, Rosalinda inspires students, educators, and her community with the message that dreams are achievable through perseverance and education.
