Missouri Legislative Session 2026

Summary of Municipal Issues of Specific Interest

Local governments secured several important wins this session, including reauthorization of land banks, revised filing dates for municipal candidates when the final filing day falls on a state or federal holiday, clarification of sovereign immunity provisions, expansion and reauthorization of economic development tools, and inclusion of political subdivisions in the website access litigation bill.

Key measures that did not pass included proposals to shift cable television and broadband relocation costs in municipal rights of way to local taxpayers, restrict building codes, alter solid waste policy, expand sales tax exemptions, impose Taxpayers Bill of Rights (TABOR) provisions, mandate permitting deadlines and restrict annexation.

Special Notes

Municipal officials’ advocacy was instrumental in both advancing and defeating key legislation affecting cities and villages, underscoring the importance of a strong local government voice in the legislative process. Municipal leaders should maintain regular communication with incumbent legislators and candidates throughout the summer and fall and share examples of how proposals from prior General Assembly sessions would have affected their communities. Bringing Missouri Stories to Life with the Missouri Film Office

Andrea Sporcic Klund is the film commissioner for Missouri and runs the Missouri Film Office - a part of the Missouri Division of Tourism. She has been in the film biz representing Missouri for more than 20 years. Since 2005 she has worked to market Missouri to the film and television industry nation-wide. She has helped coordinate production logistics for more than 40 feature films, and hundreds of television segments and series filmed all over the state. Before joining the film office she spent 8 years with Cinema St. Louis, the producers of the St. Louis International Film Festival as director of operations. She holds BA degrees in Theatre and Corporate Communications from Lindenwood University. She has also acted, written, directed and produced for the stage and screen.

Derek Weber is the Executive Director of the Northeast Missouri Regional Planning Commission (NEMO RPC) located in Memphis, MO. In this episode of the MML City View Podcast, we welcome Sarah Darknell and Jacob Rohter to discuss the Missouri Brownfields program. Sarah is the outreach coordinator with the Missouri Department of Natural Resources Brownfields/Voluntary Cleanup program. She has been with the Department since July of 2024. Before working for the state of Missouri, she was a high school science teacher in rural Missouri. She is passionate about helping communities tackle their Brownfields and protecting our state’s resources for generations to come.

We also welcome Jacob Rohter. Jacob Rohter is the Assistant Regional Director for the Kansas State University Technical Assistance to Brownfields Program, known as KSUTAB. The TAB program provides expert support to communities working on brownfields redevelopment projects. TAB is funded by the US EPA, so the assistance is free of charge to communities.

Prior to joining KSUTAB, Jacob spent the previous decade working on brownfields and reservoir infrastructure for the Missouri Department of Natural Resources.

David is the Communications and strategy coordinator for the city, where he oversees multimedia communications and has earned several organizational awards for outstanding performance and teamwork. He has worked more than three decades as a professional communicator and has an MBA in marketing from Lindenwood University. He is passionate about personal growth and leadership development.

Chris Burke is the Creative Services and Event Coordinator for the city of St. Peters. He has produced more than 500 episodes of UpFront St. Peters, the City’s weekly newsmagazine show, along with many other City productions. He has also produced events for the City, ranging from events honoring veterans to multi-day community festivals welcoming more than 30,000 people for a weekend. Chris is a graduate of Lindenwood University, where he completed his undergraduate degree and an MBA in Marketing.

Deana is an Extension Engagement Specialist in Community Development for MU Extension in St. Charles County and a member of the Connecting Entrepreneurial Communities conference planning committee. Her background includes law enforcement, insurance, mobility management, traffic safety education, extension engagement and a Master’s Degree in Public Affairs from the University of Missouri – Columbia.

Annette is an assistant extension professor at the University of Missouri-Columbia. She creates and supports initiatives aimed at understanding, stimulating and facilitating innovation in rural regions. Empowering neurodivergent individuals towards invention and entrepreneurship is another focus area. Lauren Gehner, P.E., is the Safety Circuit Rider for Missouri where she assists local agencies through education and training in roadway safety. She started in this position at the beginning of 2023 after spending more than 13 years working in city and county government.

Created to primarily serve smaller municipalities without their own transportation safety staff, the Missouri Safety Circuit Rider program offers multiple services like providing guidance for funding applications, identifying local safety concerns and suggesting appropriate data-driven counter measures, and providing training in all things safety-related.

Update: The State of Missouri Broadband

In this episode of the MML City View Podcast, we review the state of high-speed broadband access in Missouri and the developments that have happened over the past few months.
Spoiler alert: Missourians have until Jan. 13 to file challenges to newly released maps of broadband coverage in time to be considered when determining Missouri’s share of federal broadband funding. The Missouri Office of Broadband Development (OBD) is encouraging Missourians to make sure their homes, businesses, and communities are correctly represented on the maps in order to make sure those locations are eligible for future funding and to make sure the state gets its fair share.

OBD Director BJ Tanksley joined MML in June to share the challenges Missouri faces with broadband and planned solutions. We encourage you to revisit episode 5 and learn more about how the office of broadband development began.

Today solutions are underway to increase this crucial access for Missourians. BJ will share an update along with Amy VanDeVelde, federal program officer for Missouri with the National Telecommunications and Information Administration. Today we interview Tom Oldham, Sedalia council member and member of the MML board of directors. Tom is a passionate advocate for helping those around him, and today you’ll learn more about the many ways he serves.

Tom began as a council member in 2019 and has had the opportunity to work on improving Sedalia’s infrastructure, neighborhood revitalization and first responder developments. He also played a role in making Sedalia an Autism Friendly City, which led to a recent career shift to be part of an organization called Retrieving Freedom, where he works to train and place service dogs for veterans with disabilities, as well as children with autism. Tom was selected by peers as the 2022 and 2023 Missouri best councilman of the year by Missouri Magazine.
