In this second conversation on emergency management, Jan sits down with Margo Lalich, a public health leader with more than 30 years of experience. 

Margo was Clatsop County's first public health preparedness coordinator, hired in 2002, and later served as interim public health director during the COVID-19 response.

Margo explains how 9/11 pushed the federal government to invest in public health infrastructure, and how that money reached small coastal communities. She walks through the county's early full-scale exercises, regional planning with neighboring counties, and the incident command structures that paid off during the pandemic.

 She also shares lessons from the 2007 coastal gale, including power outages that left pharmacies without access to medications.

Her main message is that relationships matter more than money. Margo also covers what happens when federal funding shrinks, how planning has to include older adults and people with disabilities, and why a binder full of plans is no substitute for practiced protocols. 

She closes with ways listeners can get involved through county volunteer programs, Community Emergency Response Teams (CERT), and the Medical Reserve Corps.

Astoria Oregon's Heidi Brown spent a year racing around the world as amateur crew on the Clipper Round the World Yacht Race — an 11-month, eight-leg circumnavigation aboard a 70-foot racing sailboat. 

In this episode of Women of the Northwest, Heidi shares how a chance sailing lesson in 2018 led her from the waters of Alaska to the Southern Ocean, the Panama Canal, and a dozen ports across six continents. 

She talks candidly about living with 20 crewmates at sea for 30 days at a time, facing 45-knot storms in the Bay of Biscay, swimming with dolphins and sharks, and the leadership and team-building lessons that came from navigating both the ocean and the people on board.

Jan sits down with Annie Eskelin, Executive Director of Astoria Visual Arts (AVA), to explore how a passion for art can shape an entire community. 

Annie shares her journey from growing up in rural Alaska — where she never met a professional artist until college — to leading one of the most vibrant arts organizations on the Oregon Coast. 

They talk about AVA's artist residency program, the rapid growth of free kids' art classes, outdoor summer art camps at Fort Stevens, the newly expanded gallery on Commercial Street, and the beloved Astoria Open Studios Tour coming up July 25–26. 

Annie also opens up about what it means to lose yourself in the creative process, why art is more than just paintings, and how community funding is the backbone of it all.

[00:24] I have Annie Eskalin, who is the executive director of Astoria Visual Arts, also known as Ava Welco. Welcome, Annie.

[00:32] Annie: Hi, Jan. It's wonderful to be here. Thanks for having me on.

[00:36] Jan: Some of you know that I started chapter of 100 Women who Care,

[00:42] where we recognize local nonprofits and Annie. And came to represent SRE Visual Arts. And, oh, what an exciting program that is. And I just thought, wow,

[00:55] more people need to know about this and find out about it and come and see it. So,

[01:01] Annie, I want to start out by asking you,

[01:03] what drew you to art? Is that something you did as a little girl, or is it something.

[01:09] What's your story?

[01:11] Annie: Well, I have an art degree and also a business degree. And I.

[01:17] When I was growing up, I was naturally drawn to art. It was an advanced art whenever there was an opportunity for it. I grew up in rural Alaska,

[01:29] and there wasn't a lot of art opportunity there.

[01:33] There were not a lot of professional artists. I actually didn't meet my first professional artist until I was in college.

[01:43] Yeah. And then I think, like a lot of art majors, you just end up taking art classes because they are so fun and fulfilling, and then you find yourself with a art degree.

[01:57] Jan: And now what? Yeah. Yeah.

[01:59] Annie: So, yeah, this is the path that has led me. Actually, one of my art professors,

[02:05] he turned me onto a job that was in legrand as the executive director of the Union County Art and Culture center, which is now Art Center East.

[02:15] And so that was my first involvement with a nonprofit.

[02:20] And it was really exciting. And really, it was one of those things where the bus stopped there for me.

[02:29] And then my husband and I moved to Astoria a decade ago,

[02:34] and this job came up, and I applied for it and got it. And no, it's. It takes a lot of your heart, your soul, and time.

[02:45] But I definitely found that I have,

[02:48] you know, role that's very fulfilling for me.

[02:51] Jan: Because you're passionate about it.

[02:53] Annie: I am passionate about it, yes. Absolutely.

[02:56] Jan: And that just. It just shows in just everything that you brought about that's going on. Wow. What is your. What's your favorite medium?

Beverly Stein retired in 2016 as a Senior Fellow at the National Policy Consensus
Center (NPCC) in the College of Urban and Public Affairs at Portland State
University. At NPCC she served as Director of Oregon Solutions and as Director
of Research and Development. Her focus was on working on projects aimed at
addressing poverty, including staffing the Oregon Business Council Poverty Task
Force.
Prior to her work at NPCC, she worked for 10 years at the Public Strategies Group
(PSG), headquartered in St. Paul, Minnesota, serving as President and co-owner.
PSG’s mission was to work for public purpose organizations across the country
committed to innovation, customer-focus and results-based governance.
Beverly served as the elected Chair of the Multnomah County Board of County
Commissioners (Portland, Oregon) and as its Chief Executive from 1993 to 2002.

In that position she administered a government with 5000 employees and a
billion dollar budget. Multnomah County won the Oregon Quality Award (based
on the Baldrige Criteria) in 1999 and Stein was designated by Governing
Magazine as Local Official of the Year with Portland Mayor Vera Katz in 1996.
Beverly was elected three times (1989-1993) to serve in the Oregon House of
Representatives, worked as a Legal Aid attorney and in a solo private law
practice, and has extensive experience as a strategic planner and facilitator for
non-profit and government organizations. She ran for Governor of Oregon in the
2002 primary election.

Beverly graduated from the University of California at Berkeley in 1970 with a
degree in urban studies. She was awarded her law degree from University of
Wisconsin in 1976.

A member of the Tillamook County Master Recyclers, Beverly led the effort to
ban single use plastic bags in Tillamook County. She taught “Facilitating Effective
and Enjoyable Meetings” at Tillamook Bay Community College in 2019 and
“Collaborative Governance” in 2021. Beverly organized the Tillamook Democracy
Project in 2020 to support progressives in local and national elections. She is
currently the President of the Cape Meares Community Association.

Moe Mylint Than is a student at Clatsop Community College pursuing an associate of arts Oregon transfer degree she was originally from Myanmar one of the Southeast Asia countries where there is a lot of civil war going on. 

However she studied bachelor of education for five years in Yangon university of education in Myanmar. 

Due to the military coup everything changed and she had no chance of continuing her education there. The coup shut down the universities and arrested the students who spoke out against the dictatorship and she was one of them.

She moved to the United states to continue her education here though there have been so many differences in lifestyle, language barriers, and cultural diversities. 

She's personally participated in various international programs including ASEAN called the Japan East Asia network of exchange for students and youths in Japan in 2019 where she learned a lot of about natural disaster awareness.

 She was also the first runner up in the universities open debate tournament in 2019 and had the opportunity to host panel discussions on women empowerment in digital literacy and English roundtable discussions among the universities.

She was also a delegate at model ASEAN meetings Myanmar where she discussed issues and solutions her goal is to become a qualified teacher who trains teachers and develops effective education systems in underdeveloped countries particularly.

In Myanmar she aims to support young children in refugee camps and promote inclusion and equitable societies worldwide.

To achieve this she's planning to pursue a bachelor of education of transfer program at Pacific university in Forest Grove OR in the fall term 2025 where she'll learn from professors and educators while sharing her own cultural knowledge and values and giving awareness about the education opportunities to the vulnerable people and creating a better and empathetic society.

Despite the warning signs, the scam persisted until a conversation with a sheriff revealed the truth. In sharing her story, Jan emphasizes the importance of awareness and overcoming the shame associated with being scammed.

She and her husband live in the Pacific Northwest, where they raised two children.

ASSISTANCE LEAGUE
Theresa Turner, a former opera singer shares her journey from the world of opera to becoming the general manager of Englund Marine and joining Assistance League of the Columbia Pacific, a nonprofit organization dedicated to serving children in need. 

Through programs like Operation School Bell, Assistance League provides new school clothes to children from kindergarten to twelfth grade. 

They also offer a Duffel Bag program for kids entering foster care, Operation Scholarship for graduating seniors, and a School Activities Support Program for participation in school sponsored activities. 

Additionally, their Cinderella's Closet program gives girls the opportunity to choose a prom dress and accessories for school dances.

Why voter reform?
The Problem
STAR stands for Score Then Automatic Runoff

Give your favorite 5 stars, give your least favorite zero and score the others as you like.

You can score your conscience.

You don't have to worry about voting for the lessor of two evils or wasting your vote.

Scores are created by adding all the scores until all the ballots are counted.
The two highest scoring candidates are finalists.
The remaining candidates are out of the running.

Next, scores are tabulated in the automatic runoff.
All ballots are considered again, looking at the scores of the finalists to consider the winner.

STAR is non-partisan.

We should be able to vote our conscience, our votes should never be wasted, and our elections should accurately reflect the will of the people.

The initiative would establish STAR voting, where voters rate the candidates for a given office and the top two finishers advance to an automatic runoff.

Oct 6, 2023 — Eugene residents will likely will decide in May whether to implement the STAR (Score Then Automatic Runoff) voting method. 

SECTION 1. Legislative Findings.
The People of the State of Oregon find that:
(1) Upgrading our electoral system to a modern, user-friendly, and more accurate voting method would significantly improve Oregon's political landscape by ensuring that every voter can vote their conscience, that our votes are able to make a difference, and that our system elects winners who better represent the will of the people.

(2) Modern electoral science has consistently shown that STAR Voting is the best voting method available to empower voters, to level the playing field, to remove barriers to entry for candidates, and to ensure our elections are fair and representative.

(3) The current voting method used in most Oregon elections, in which a voter can vote for only one candidate and the candidate with the most votes wins, is fundamentally flawed:

(a) Voting for one's honest favorite can and often does backfire, if a voter's favorite isn't strong enough to win, and voters must strategically vote for a "lesser-of-two-evils" candidate to avoid wasting their votes.

(b) This is due to a problem known as vote-splitting, where like-minded voters can end up effectively divided and conquered. Vote-splitting is common in elections with more than two candidates, even if the third candidate has no chance of winning. When vote-splitting results in the election of a candidate opposed by the majority of voters, it is known as the "Spoiler Effect."

(c) Candidates who may have brought valuable ideas to the table are often pressured not to run because of vote-splitting concerns. Vote-splitting also makes elections subject to manipulation, and political operatives can fund non-viable candidates they actually oppose in order to split the vote and game the election.

(d) The current system increases polarization and leads to two-party domination because it only works accurately with two candidates in the race. When there are more candidates, voters have to align with one of the two perceived front runners to avoid wasting their votes.

(e) Voting for an under funded candidate who may not be viable runs the risk of "wasting" your vote, so vote-splitting magnifies the already outsized influence of money in politics.

It’s my privilege today to interview Susie McLiery, who is an avid folk musician who has had a myriad of fascinating experiences playing with Spud Siegel, Kid Siegel, Polly Norris, David Quinton, holding dances at the Netel Grange in Clatsop County and playing at the Jewell Harvest Festival.

She and her partner Jim Boswell played with Michael Zametkin and Jim Fink.

Susie was a programmer for KMUN from 1984 until recently with the Gospel Music Show and became a jack of all trades at the station, eventually becoming the program director in ’87. 

As a kid she lived in Vermont and spent summers at Martha’s vineyard where they had a house. It was there that she was introduced to folksters such as Tom Rush, Maria Muldar, Chambers Brothers, the Islanders and The Weavers. James Taylor was her neighbor.

Erin Hulti was in that in between space, trying to figure out what she wanted to do in life, when of all places, she was having blood drawn and her conversation with the phlebotomist triggered her career choice.

She is enrolled at Cal Maritime to receive her major in Marine Transportation. She just spent 90 days interning on an oil tanker and loved it.

Debbie Little, president of the local VFW. She shares about her involvement and the needs of our local vets. Sophia grew up in Tanzania in a household with her five siblings, where taking in guests and those in need was a way of life. Living in the country taught her to garden, and care for farm animals.

She talks about school there, where one has to choose three subjects which will determine your future path.

She was able to receive a diversity visa to come to the United States to study to become a pharmacist. This visa is given by lottery.

She lived with her cousin in Virginia and was so surprised to see how many roads there were, especially that they were paved.

She chose pharmacy because she thought she could make a difference.

Dierdre Whitehead spent a number of years in Alaska where she and her husband were bush pilots- delivering mail, groceries, things that were need in the back countries and islands.

They spotted for herring, which could sometimes be a bit nerve-wracking.

As an employee with the newspaper, she worked in the darkroom, developing photos. An art that might be long gone since everything is now digital.

Her passion, though, was when she discovered Brain Integration and how to administer it to alleviate attention deficit disorder,  learning disabilities, and more.

Bunny Keterman has worked as a firefighter, worked with child protective services and survived the Paradise fire but lost her home,

Shaelyn Bangs is 13 years old and wants her voice to be heard as a proponent of pediatric mental health.

As someone who has lived with anxiety most of her life, she has had to learn to navigate the mental health services available to her. 

It took three years for her to receive the care she needed.

As a dancer, she has won numerous awards.

Her goal is to get an engineering degree so she can make robots to send to NASA.

Today’s guest is Debbie Hazen, a long time Clatskanie Oregon resident. She grew up in a family of newspaper reporters and later became owner and editor of the Clatskanie Chief.

She has always loved being involved in her small town community, volunteering and  she doesn’t let anything stop her to make things happen- even while raising triplets. 

As a long-lost relative of the Birkenfelds, she was able to access funds to restore the old event center and later to restore and manage the Flippin Castle.

Kelsey Balensifer got her degree in journalism and first job in Washington DC.
That's when she met a friend on Twitter who led her to the Pacific Northwest and
eventually became her husband.

She was the event director at the Astoria-Warrenton Chamber of Commerce.
One event was planning the Great Columbia Crossing and all that goes with it including coordinating with ODOT, local hospitality, advertising and weather reports.

Soriah Curtis grew up as one of seven children.
Her dad had been a marine and they moved a number of times.
Being from an abusive family drove her to excel in everything- 
soccer, gymnastics and academics.
She spent her junior year of high school as an exchange student to Denmark,
an experience which turned out to be anything but what she expected.
She returned to a downward spiral until she found out she could join the
reserves, where she once again excelled.
She has now found meaning with a group of young adults.

Today's guest is Kim Rose Adams.

In 2005, Hurricane Katrina forced her to move and find other opportunities.
She was able to take advantage of reduced college costs in Oregon for refugees and took her jr year of photography at  University of Oregon. She then returned to New Orleans to get finish her degree at University of New Orleans.

She currently works as a full time photographer and in her spare time
volunteers at the Wildlife Center of the North Coast where she cares for

Kendra Lewis grew up with divorced parents, her grandparents helping to influence her.
She never attended high school, but chose a path towards destruction.
After giving birth to her daughter, she realized she wanted a better life
than she was living.
She attended Washington State University where she was able to get her
GED and go on to receive a degree in event management.
She currently works at Wallace Falls Lodge in Gold Bar Washington.

Amanda Rohne has lived in Brownsmead, Oregon since  2005
when she married Dirk Rohne and became a dairy farmer's wife.

She is the mother of two.

Summer Spell graduated from Azusa Pacific University with a degree in Global Studies. She spent a semester in Uganda staying with a host family.  She did an internship with elderly farmers who were struggling agains poverty. She listened to stories from 80-90 year olds. They talked a lot about the changes in the weather patterns since they were young. It used to be predictable, to the day, but in the last decade, the pattern has fallen apart. The sun was getting harsher on their crops.

She participated in creating a documentary about these people and the effects.

Charlotte Langsev's history began in Koenigsberg, East Prussia, where her mom was born.

Her dad was in the army for  Kaiser Wilhelm before the First World War.

They moved from there, to Germany, to Blumenau, Brazil, to Edmonton, Canada and finally to Brownsmead, Oregon.

Stephanie Craig is an enrolled member of The confederated Tribes of Grande Ronde Community of Oregon.

It is comprised of Umpqua, Molalla, Rogue River, Kalapuya and Chasta peoples.

She educates and documents cultural heritage and traditions, committing herself to preserving traditional practices for future generations.

Her BA is in cultural anthropology where she fulfilled her language requirement with her Native language- Chinuk Wawa.

Her studies have included museum and folklore studies.
She works at the Chuchalyu Tribal  Museum where she consults and contracts with city and state entities on museum work- presentation, exhibit design.

Lilly Lee loves gardening. 

She took time off after receiving her degree in Electrical Engineering to join the Peace Corps. She spent time in Botswana where she was able to teach engineering to high schoolers and made life-long friendships.

When she returned, she received a second major as a physical therapist. She worked at Columbia Memorial Hospital in Astoria, Oregon until she needed extensive back surgery  due to ankylosing spondylitis.

Julia Akilimali grew up in Maryland with her three brothers and seven sisters. Her dad was Ruwandan and emigrated to America as a refugee from Congo during the war.

She attended Job Corps in Astoria and received a degree in IT, then continued on to study at Clatsop Community College. Her next step is to pursue a psychology degree where she can marry IT with it to create adaptive technology.

She works at a memory care in Warrenton.

When she was 17, she was in a severe car accident which left her paralyzed from the neck down.

Jess Tantisook is the executive director of the North Coast Food Web, a nonprofit based in Astoria, Oregon.

She grew up in Tennessee and now lives in Ilwaco, Washington. 

Her degree was in Communications, but a class she took in college on Viticulture and Enology
led her to an interest in fresh produce. 

She volunteered on a farm in Washington and eventually moved there.

The Food Web provides education and help to local farmers- those wanting to 
begin farming, need information about agriculture as well as business sense.
They recently held a class called How to Run a Profitable Farmers Market Booth.

They have opened an online shopping experience, available through their website, where local farmers bring their produce, individuals can order online and pick up their items in Astoria.

The Food Web also takes SNAP benefits so that low income individuals can receive $40 worth of produce for $20. Through Tillamook Food Routes, they piloted a home food delivery service that went all the way from Nehalem to Ilwaco.  It was free for folks that identified as low income and then it was $10 for anyone else.

They have a commercial kitchen available which they rent out to anyone.

Today I had the delightful experience of interviewing Morgan Burdick. She is an energetic, motivated and inspiring young woman.

 She has 

• worked at NGO’s in India and Honduras, 
• speaks 5 languages

• and is working on her second master’s degree

Iris Smith  lives in Tulalip, Washington. 

I met her at the Northwest Christian writers meeting and was fascinated by her story. 

She is originally from Boston where her parents and grandparents emigrated, both from Italy and Russia.  And that's kind of a fun story that we get to hear about.

Laura Jeka is a German exchange student attending school as a senior at Knappa High School in Oregon.

She is from Trieste, Saxony, the state that borders Czech and Poland.

The organization is ACES- American Culture Exchange Service and the website is exploretheworld.org

She talks about the differences between school in Germany and here, the process of becoming an exchange student and the joys of rural life.

German schools offer only academics, so finding out that she could participate in sports, photography, ceramics and other electives has been a joy.

Cara (Rodli, Jacobson) Aguilar lived in Knappa for 30 years. 

She married Kyle Jacobson right out of high school and soon became a parent of 5 kids- one which they adopted from Haiti.

While she navigated being a home school mom, her husband , at 32, was diagnosed with the genetic Huntington's Disease which affects the brain and neurosystem. 

Life became very challenging when he could no longer work and his motor and speech became vastly affected. At 40, he passed away.

Soon after, three of her children were diagnosed with the same illness. Her youngest son, Marshall, died at age 16. Her son Bodean, age 21 is in hospice. Her daughter, Daisha, age 26 is exhibiting increasing disability.

And yet- she is able to live one day at a time, secure in her faith.

Ann Schwartz raised two kids, coming from poverty to build a successful glass etching business. She resides in Eugene, Oregon.

This interview with my younger sister tells a tale of her shooting me through the legs when we were young.

We grew up with parents who were artists. Being creative is a huge part of who we are.
Our mother went to school at the John Dewey University of Chicago Lab School.

Margaret has lived in Clatskanie, Oregon since 1973. 

She has raised sheep, served as the president of  Oregon Sheep Growers Association.

She's raised four kids that did 4-H and FFA showing sheep all over the country. She received her degree from Willamette University in slavic languages. 

She and a friend developed a manufacturing company to create natural wool building insulation.

She has been the Water Council Coordinator and is currently the Columbia County Commissioner.

Lauri Serafin spent many years sailing -in fact that's how she met her husband. 

She's a genealogist, restores historic houses which has led to a love of creating historic needlework, crocheting lace and finding just the right historic decor. S

he volunteers at the Flavel house, is a docent, is on the board of the Cascadia Chamber Opera and is creating an avenue for her Pint Size Opera. One of her greatest joys was being a roller derby ref.

Today I have the pleasure of interviewing Mary Lovell who will turn 100 on February 23. She lives at Clatsop Retirement Village in Astoria where Judy Atkinson joined me to record this interview.

Mary has lived an interesting life and doesn’t look a day over 80. She shares about growing up in Astoria, going to University of Oregon, being a member of Kappa Kappa Gamma and PEO Chapter FE which she helped begin. She tells about her memories of living through the great depression, getting married before she finished her teaching degree, then becoming an aide at Astor School to teach PE and work in the library. She played organ at Grace Episcopal Church for the youth choir and has attended all of her adult life. Her family see her as "being brave, intelligent, with a great ear for music and a wonderful sense of humor.”

My guest today is Katie George. Katie is an avid backpacker and has hiked in Yasuni National Park in Ecuador, Denali, North Cascades, Alpine lakes and Crater Lake among others. She has just finished her degree and works at Columbia Memorial Hospital as a physician’s assistant. She did research in Ecuador and Panama, worked in Alaska and is an amazing artist. Her current passion is pyography, woodburning, but also does watercolors, oils, pen and ink and charcoal.

I’m delighted to have as my guest today, Nancy Trenbeth, who spent over 40 years championing students with special needs. Her teaching career included work with deaf/blind students, many of which as a result of the rubella epidemic, those in wheelchairs with multiple challenges and those who were severely emotionally disturbed.

She adopted one of her students who was severely neglected and is now 56 years old but still functions as a 4 year old.

Here is what staff said about her: She was a terrific student of students, staff mentor, leader, nurturer, host organizer, motivator and encourager gracious, inspirational, glue, holding us together for years and years. She was such a good friend, always caring making people feel special, thoughtful of birthdays, carefulness of students. Always welcoming. We all loved her. Thank you for all the lives you’ve changed, lives of parents, kids and adults.

Her hobbies include gardening, quilting, music, and her current passion is Fiber Arts, specifically fabric dyeing. 

She has been to a number of countries working with Habitat for Humanity. 

Her degree in Chemistry Engineering led her to a job with the Wauna Mill for 27 years.

 Seeking a career change, she became a financial advisor where she enjoys counseling people on quality of life and legacy planning. 

She is very involved with the Astoria Community and recently purchased the Charlene Larsen Performing Arts Center.

Today’s guest is Candy Yiu who lives in Portland and Astoria.  She owns a Boutique Hotel called Near the Pier on Franklin St. and also began, along with her husband, Slurpalicious, a local food delivery service.

If you’re a local, you might have noticed the cool white building with the robots mural on Duane Street with the food carts. Gary Hirsch, the artist has an interesting story. To encourage a kid with cancer, he painted a little brave robot on the back of a domino and gifted it to him. It worked. So, hospitals all over the world asked him for a few thousand robots. Then he realized he couldn’t paint so many, he had the idea to have other kids paint the robots to gift to kids in the hospital. 

It ended up helping two kids at once- both how to give and how to care.  So far, he’s painted more than 60,000 dominos. Candy asked him to come to bring Astoria joy in the form of the botjoy mural.

Candy tells her inspiring story of growing up in Hong Kong, a city of 3 million, where education for girls was not important and where the value of women was nearly nonexistent.  

Let’s lean in to her journey of grit to go to college and obtain her PhD.

Amelia grew up in Astoria, the daughter of foresters. Through experiences working at Ft. Clatsop, going on a wilderness camp and her U of O education, she's taken on a passion for research in forest ecosystems leading to a Phd in Vermont.

My guest today is Renee Fruiht. She has lived in the Astoria Oregon area for more years than I can remember. 

She’s a retired teacher who began her career in a small school in Texas and ended it teaching 2nd grade at Astor Elementary in Astoria. 

Renee took on the daunting task of parenting twins who have become two amazing human beings. 

Since being retired, she has become passionate about Dressage horse riding and competitions

She’s also, along with Nate Sandel, created an educational endeavor for children of service workers to build a mini boat through the Maritime Museum.
