 And I understand why people say that.

Fast growth.
 Headlines.
 Prices are moving quickly.

But calling Dubai a bubble usually comes from looking at the market emotionally, not structurally.

A bubble is driven by leverage, speculation, and lack of regulation.
 That’s not what defines Dubai today.

Dubai is a capital-driven market, not a debt-driven one.
 Most transactions happen with high equity, not excessive leverage.
 That alone changes the entire risk profile.

Regulation is another misunderstood point.
 Dubai’s real estate market today is not what it was fifteen years ago.
 Escrow laws, developer controls, transaction transparency — these are not marketing claims, they are structural mechanisms.

The real question is not whether prices are higher than before.
 The real question is:
 what is driving demand?

Population growth is not speculative.
 Capital inflows are not speculative.
 Residency, tax structure, safety, and business migration are not speculative.

What is speculative is buying without understanding cycles.
Or entering projects without knowing where liquidity will be in five to ten years.

Dubai is not a market where everything works.
 And this is where people get confused.

When investors lose money here, it’s rarely because “Dubai collapsed.”
 It’s because they entered the market without structure, guidance, or timing.

After payment, owners will receive a map and a freehold ownership title deed for the converted property.

Archer Aviation, a California-based air taxi company, is set to launch its commercial operations in Abu Dhabi by late 2025.

Wynn Resorts has announced that 55% of its integrated gaming resort on Al Marjan Island in Ras Al Khaimah is complete.

The main tower structure has reached the 26th floor, with walls extending to the 29th floor.

The team is progressing at a rate of one floor per week, targeting completion of the structure by December 2025.

Over the past 100 days, the resort has grown by 44 meters, with 9,100 construction workers and over 100 concrete trucks active daily.

In Dubai, property owners have the right to evict tenants under specific conditions if they wish to occupy the apartment themselves or for a first-degree family member’s use. 

This is governed by Article 25(2)(c) of Dubai’s Amended Rent Law (Law No. 33 of 2008), which allows owners to request the tenant’s eviction at the end of the rental contract if they do not own any other suitable property for this purpose.

To begin the eviction process, the property owner must issue a 12-month eviction notice to the tenant. This notice needs to be legally attested by a notary public or sent via registered mail, clearly outlining the eviction reasons. The law mandates this notice period to ensure the tenant has adequate time to make alternative arrangements.

Additionally, once the property owner has taken possession of the apartment, they cannot rent it to a third party for at least two years if it is a residential property, or three years if it is a commercial property. This restriction is intended to prevent misuse of the eviction clause under personal use grounds. 

If the owner violates this restriction by renting out the property within the prohibited period, the former tenant may petition for compensation through the rental dispute tribunal.

Salik PJSC has announced two new toll gates in Dubai, located at :

• Business Bay Crossing on Al Khail Road

These changes will create a free-flowing connection for traffic from 2nd December Street to Al Majles Street and from Sheikh Rashid Street to Deira, while enhancing the flow on the upper-level bridge from Sheikh Zayed Road to Sheikh Khalifa bin Zayed Street.

The initiative is part of a larger development plan that includes the Al Mustaqbal Street Development Project, set to be awarded in November. The new bridges, expected to support over half a million residents, include: 

• a two-lane bridge from Sheikh Zayed Road to Sheikh Khalifa bin Zayed Street with a capacity of 3,000 vehicles per hour, 
• two two-lane bridges linking Sheikh Rashid Street with 2nd December Street with a 6,000 vehicle per hour capacity,

The UAE has imposed fines totaling Dh855,000 on individuals for breaching telemarketing rules, aiming to shield residents from spam and intrusive calls. 

The Telecommunications and Digital Government Regulatory Authority announced that it issued these fines to enforce Cabinet Resolutions No. 56 and 57 of 2024, which introduced stricter regulations in August.

According to the new law, anyone found using a phone number registered under their name for unauthorized marketing calls will face a Dh5,000 fine.

Additionally, all phone numbers—fixed or mobile—registered under the violator’s name will be temporarily disconnected until the fine is cleared. 

These measures are intended to deter deceptive telemarketing practices and create a safer, more controlled communication environment for UAE residents.

September saw a remarkable 11.7% increase in the total volume of sales transactions, with 18,038 deals recorded—making it not only the highest September on record but also the highest volume in any month overall. With three months remaining in the year, the market is on track for a nearly 30% year-on-year increase in sales.

This growth reflects more than just a post-pandemic recovery; it underscores the unique resilience and dynamic nature of the UAE real estate market. The ongoing commitment of the Dubai governments, with their strategic plans, initiatives, and proactive market evolution, continues to drive growth.

Off-Plan Market Surges

Off-plan project launches remain strong, with sales absorption maintaining a rapid pace. This has pushed off-plan properties to account for over 72% of the market share. Property price appreciation returned to a more moderate pace in September, rising 1.14% month-on-month. However, it’s essential that monthly price appreciation remains moderate—ideally within the 1% range or lower. Any sustained price increase above 2% could signal the risk of market overheating, which would need to be carefully managed to avoid potential volatility.

Mortgage Transactions Jump Amid Lower Interest Rates

In parallel with the rise in sales, mortgage transactions saw a 16.6% increase in September, driven by lower interest rates. As borrowing costs ease, the demand for ready properties is expected to grow, especially among buyers seeking to finance their purchases.

However, sellers of ready properties should be cautious about pushing aggressive pricing strategies. Overpricing could deter buyers, thus diminishing the opportunity to take advantage of the current uptick in demand.

The International Monetary Fund (IMF) has raised the UAE's GDP growth forecast to 5.1% for 2025, an increase from its previous 4.2% projection. 

This revision follows strong non-oil sector growth and stable crude prices. In May, the IMF also boosted its 2024 forecast for the UAE, now expecting 4% growth this year, up from 3.5%.

The platform, showcased at Gitex Global 2024, aims to simplify leasing processes by providing a centralized system where owners can register and lease various types of warehouses, including dry and air-conditioned facilities. Users will be able to filter options by size, location, type, and lease duration, easing the search for storage space amid rising demand.

Dubai has been experiencing a shortage of warehouses, with supply significantly lagging behind demand. In 2023, only 1.56 million square feet of new warehouse space was under construction, while the emirate recorded 9.9 million square feet of new requirements in the first nine months. This has led to increased reliance on secondary stock and a surge in rental rates, especially in areas like Jebel Ali Industrial, where prices rose by 38.5% in 2024.

The platform, which uses blockchain for security, allows owners of bonded and non-bonded warehouses, both inside and outside free zones, to list properties for a fee. It also includes customs-bonded warehouses where goods can be stored under suspended customs duties, offering benefits like reduced costs and expedited clearance procedures. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Dubai Crown Prince, has approved the master plan for the Saih Al Salam Scenic Route and various projects aimed at developing Dubai’s countryside and rural areas. 

The initiatives focus on providing advanced facilities and services to enhance the experiences of both residents and tourists. 

The scenic route plan involves five tourist stations and will expand cycling tracks to 156.61 kilometers. Key stations include the Main Hub near Al Qudra Lakes with local markets and luxury camping, the Wildlife Station offering hot air balloon rides and kayak tours, and the Adventure Station near Expo Lake featuring fitness trails and an adventure park.

Additionally, Sheikh Hamdan approved 37 projects, costing approximately Dh390 million, to be completed between 2024 and 2028. These include the construction of nurseries, parks, healthcare centers, and social facilities across rural areas. Traffic improvements and enhanced transportation networks are also part of the plan. 

The developments aim to improve quality of life, promote tourism, and reinforce Dubai's global status as an attractive place to live and visit. The initiatives align with the vision of Sheikh Mohammed bin Rashid Al Maktoum to transform Dubai’s rural areas into world-class destinations. Etihad Rail has announced that the new passenger rail service will reduce travel times significantly across the UAE. A trip from Abu Dhabi to Dubai will take 57 minutes, and from Abu Dhabi to Fujairah, 105 minutes.

A journey from Abu Dhabi to Al Ruwais will take 70 minutes. The service is expected to boost commuting, tourism, and trade by linking 11 cities, including Dubai, Sharjah, and Fujairah, with trains traveling at up to 200 km/h, carrying up to 400 passengers.

Stations will be integrated with local transport networks, offering connections to taxis and ride-hailing services. The trains will feature Wi-Fi, entertainment systems, and onboard food and drink. Etihad Rail estimates that by 2030, 36 million people will use the service annually.

The first passenger station will be in Fujairah, with future stations planned in Sharjah and other cities. A luxury train service was also unveiled, expected to run from Fujairah to the Liwa desert in Abu Dhabi.

Etihad Rail’s freight network is already operational, and the UAE is collaborating with Oman to develop a rail link between the two countries. The joint project, Hafeet Rail, secured $1.5 billion in funding, supported by international and regional banks. The project also includes contracts issued to China Railway International Group for the construction of stations in Dubai and Abu Dhabi.

Wynn Al Marjan Island in Ras Al Khaimah, will feature a 225,000 sq. ft gaming area, constituting about 4% of the property’s total floor area. It has been granted a 15-year renewable land-based gaming facility license, marking the UAE's first commercial gaming operation. 

The property is expected to generate long-term economic benefits for Ras Al Khaimah, including the employment of 7,500 staff and growth in leisure and MICE (meetings, incentives, conferences, and exhibitions) tourism.

The UAE will limit each emirate to a single land-based gaming license. Wynn anticipates that two other "competitive integrated resorts" will eventually be established in the country. Last month, US-based MGM Resorts International revealed it had submitted an application for a gaming license in Abu Dhabi.

The project represents a $5.1 billion investment, with $4 billion allocated to development costs. It is described as the largest foreign direct hospitality investment in Ras Al Khaimah. Wynn anticipates significant revenue from both gaming and non-gaming activities.

According to experts, there has been a 33-36% rise in tenants choosing six or eight cheque payments compared to last year, with 32% of contracts in Q3 2024 using four-plus cheque payments.

The demand for flexible payment options is driven by new residents and high-net-worth individuals relocating to Dubai. This has fueled a surge in rental demand, especially for high-end properties, pushing rents to all-time highs. While this provides tenants flexibility and reduces the burden of large upfront payments, landlords often increase rates for those opting for multiple payments.

Institutional landlords, like Wasl, are more flexible, offering monthly payments and accepting various payment methods, including electronic transfers. However, many landlords still prefer fewer cheques and may raise rents for tenants requesting more payment installments.

With rising population and demand, particularly from high-net-worth individuals, luxury rentals remain in high demand. In Q3 2024, listings and viewings for rentals increased significantly, with a notable rise in ultra-luxury rentals due to limited property availability. Experts predict the premium market will continue to grow, driven by the expected doubling of millionaires in the coming decade.

In Dubai, tenants renting properties under Dh100,000 annually are facing higher brokerage commissions as demand for affordable rentals surges. Traditionally, brokers charge 5% of the annual rent as a commission, excluding 5% VAT. However, for properties priced below Dh100,000, a new minimum commission fee of Dh5,000 is being implemented, leading to higher effective rates for tenants in this segment. 

For example, a tenant renting an apartment for Dh70,000 would usually pay Dh3,500 in commission but now pays Dh5,000, raising the effective commission to 7.14%.

In contrast, luxury market tenants continue to pay the standard 5% commission, which has less impact due to higher rental amounts. Rising rental prices in Dubai, driven by increased demand and economic growth, are amplifying overall housing expenses for tenants. Between June 2023 and June 2024, residential rents rose by 21.1%, with apartment rents up 22.2% and villa rents up 12.7%, according to CBRE.

Despite the rising rental market, there is no legal cap on commission fees, which are agreed upon between tenants and brokers before finalizing contracts. Some brokers argue that the higher commissions reflect rising operational costs. An emerging trend sees landlords, especially in luxury developments, covering the commission fees to attract quality tenants, aligning with global norms where landlords bear more of the pre-contract workload such as marketing and viewings. This trend is gaining traction in competitive, high-end areas of Dubai.

Over the past 12 months, Dubai has experienced a significant rise in residential property prices. Apartment prices have surged by 24.8%, while villa prices have increased by an impressive 33.1%. In September 2024, the ValuStrat Price Index (VPI) for Dubai reached 190.1 points, marking a monthly increase of 2.1%. 

However, this growth was slightly slower than August's 2.2%. Annually, the VPI showed a 28.9% increase. Villas recorded 243.2 points, and apartments 155.4 points, with a base of 100 points set in January 2021.

While the overall trend for property capital values was positive, monthly gains showed some softening compared to the previous month. Villa prices increased by 2.3% monthly, with significant annual growth in areas such as Palm Jumeirah (42.8%), Jumeirah Islands (42.3%), and Dubai Hills Estate (35.3%). On the other hand, lower capital gains were observed in Jumeirah Village Triangle (20%) and Mudon (20.4%).

Apartment prices saw a monthly increase of 1.9%, with the highest annual gains in Discovery Gardens (33.5%), The Greens (33%), and Palm Jumeirah (30.9%). Jumeirah Beach Residence (17.6%) and Dubai Sports City (17.8%) had the lowest annual gains.

Off-plan property registrations, known as Oqood, grew significantly, with a 254.2% annual rise, contributing to nearly 75% of home sales in September. Additionally, ready secondary-home transactions increased by 10.9% monthly and 19% annually. Developers such as Emaar, Damac, and Sobha led the sales, while top off-plan locations included Jumeirah Village Circle and Damac Hills 2.

Since the introduction of new regulations in August 2024, over 2,000 violations have been detected. These laws prohibit the use of personal numbers for marketing purposes and aim to protect residents from deceptive and intrusive calls.

The Telecommunications and Digital Government Regulatory Authority (TDRA) now enforces fines starting at Dh5,000 for a first offense, escalating to Dh50,000 for repeated violations within 30 days. Telemarketing calls are restricted to 9 am-6 pm, and aggressive or repeated tactics are banned. Companies that break these rules face fines ranging from Dh5,000 to Dh150,000, with increased penalties for repeat offenders.

Dubai’s property market needs an increase of 10-20% in supply to help control the rise in rents and improve affordability, according to a leading industry figure.

Rental prices have been climbing consistently in recent years, fueled by high demand from both property buyers and tenants. As reported by Khaleej Times, major developers are selling their inventories within hours, while smaller developers are also quickly selling out, highlighting the imbalance between supply and demand.

During the first eight months of this year, around 86,000 off-plan properties were launched, with an additional 35,000 to 40,000 expected to enter the market in the final four months, bringing the total to 126,000 by year’s end, as per Cavendish Maxwell’s Property Monitor report.

While this influx of new units is expected to enter the market in the coming years and may help alleviate rising rental and property prices, experts caution that the current undersupply means it could still take several years for the supply-demand equilibrium to be restored.

Gold prices in Dubai reached a record high on Wednesday, rising by Dh2.75 per gram. 

The 24K gold variant hit Dh322 per gram, surpassing the previous high of Dh319.5 set on Tuesday. Other gold variants—22K, 21K, and 18K—also reached all-time highs of Dh298.0, Dh288.5, and Dh247.25 per gram, respectively.
